RE: PROPOSED "VISITATION AND SENSITIZATION TOUR" TO WARDS AND CONSTITUENCIES IN RELATION TO THE PARTY'S LOWER-LEVEL
ELECTIONS AND THE NATIONAL DELEGATES CONFERENCE

The Internal Elections Management Committee (IEMC) issues this correspondence pursuant o its mandate under the APC Constitution of 7 March 2022.
The Committee has taken note of a messag circulated in your name announcing a proposed "visitation and sensitization tour" to wards and constituencies in relation to the Party's lower-level elections and the National Delegates Conference, and calling on party officials and aspirants to attend public meetings.
The IEMC acknowledges your right, as District Chairman, to visit wards and constituencies for general party, political, and administrative purposes. That right is not in dispute.
However, it must be stated clearly that all matters relating to internal party elections—including election sensitization, engagement of aspirants, announcement of election-related activities, and interpretation of procedures— are exclusively vested in the IEMC. These functions do not fall within the authority of a District Chairman.
Accordingly, while ward visits may continue, you must not:
Conduct or announce election sensitization;
Convene meetings involving aspirants or party structures in connection with elections;
Issue statements or messages implying authority over lower-level elections or the National Delegates Conference.
The language used in the referenced message reasonably creates the impression of a parallel election sensitization exercise, which is constitutionally improper. This concern is further aggravated by your earlier failure to honour or cause your District structures to honour an official IEMC invitation to an elections sensitization meeting in Bombali District on 20th December 2025.
This serves as a formal warning. Any further dissemination of election-related messages or actions outside the authority of the IEMC will be escalated to the appropriate national organs of the Party, with recommendations for disciplinary action in accordance with the APC Constitution.
The IEMC remains committed to a transparent and credible internal elections process and expects your full cooperation as we work together to strengthen internal democracy, enhance transparency, and ensure a well-coordinated Lower Level Elections and National Delegates Conference.
