Biography

Haji Hassan is a seasoned and nationally respected legal practitioner whose career spans criminal law, constitutional litigation, political advocacy, and civic engagement. He is widely recognized for his principled commitment to justice, due process, and democratic accountability. He currently serves as the National Coordinator of the Independent Elections Monitoring Committee (IEMC), a position that reflects both his legal expertise and his long-standing involvement in safeguarding democratic institutions in Sierra Leone.

He holds an LLB (Hons) in 2002 from London and an LLM in International Legal Studies in 2003, also obtained in London. He is a Barrister and Solicitor of the High Court of Sierra Leone, with a professional record distinguished by competence, integrity, and courage in the face of politically sensitive legal challenges. Throughout his legal career, Haji Hassan has successfully represented party members and individuals in a range of serious criminal and constitutional cases, including allegations of murder, treason, and court martial proceedings. Many of these representations were undertaken on a pro bono basis, underscoring his commitment to access to justice and the protection of fundamental rights. Through rigorous legal analysis, strategic advocacy, and steadfast dedication, he secured acquittals in several high-profile cases, including complex treason and court martial trials.

Before returning to Sierra Leone, Haji Hassan spent over twenty years in the United Kingdom, where he studied and worked within the criminal justice system in various professional capacities. This period of international exposure afforded him practical experience in advanced legal systems, comparative criminal procedure, and institutional governance, all of which continue to inform his approach to legal practice and public service. In 2017, he returned to Sierra Leone with the explicit aim of contributing his skills and experience to national development, the strengthening of democratic norms, and the advancement of the rule of law.

Politically, Haji Hassan joined the All People’s Congress (APC) in 2008 and has since played an influential role in the party’s legal and organizational structures. He served for the longest period as Legal Adviser to the APC UK/Ireland Branch, providing strategic legal guidance and representing the interests of party members in the diaspora. He also represented the APC diaspora as the so-called “6th Region” in Sierra Leone, helping to bridge the gap between domestic political structures and international supporters.

In addition, Haji Hassan was a member of the Interim Transitional Governance Committee (ITGC), which played a critical role in resisting and challenging the Alfred Peter Conteh regime. His involvement in the ITGC further demonstrated his commitment to internal party democracy, accountability, and reform.

Through his combined contributions to law, politics, and civic oversight, Haji Hassan has established himself as a trusted national figure whose work continues to shape legal practice, political organization, and democratic participation in Sierra Leone.
